Step 3 notice the homeless encampment on the outside of the boundary wall on the sidewalk.
Sidewalks everywhere forms part of the road reserve and belongs to the municipality (if the road belongs to the municipality). If this is some truly wierd exception to the rule or it is a nation road that belongs to SANRAL, which I highly doubt in the city, it is not my job to prove it.
