The theory is that those people who are disgruntled ANC voters are easier to get out into the polls and vote for opposition than to convince existing ANC diehards to vote.

A lot of opposition supporters stay away out apathy as well. I think she's trying to appeal to those. There's some on this forum singing that "my vote won't make a difference" song. Some years ago, I think it was two general elections back, it was estimated that the DA lost more than a million votes that way.
