But there shouldn't be casual workers in Pikitup for its routine work, they should all be proper employees with schedules and hours and all that.

It actually makes sense. Based upon the wording, targeting and what's excluded, that would be from a party somewhere between the DA and the EFF/MK. It narrows it down quite a lot.
 
I read now that James Selfe passed away. DA former federal council chairperson.
