Other than IS that has known stocks of chemical weapons and a program to develop more?

Iraqi forces have said they have discovered a mustard chemical warfare agent in eastern Mosul alongside a cache of Russian surface-to-surface missiles.

Iraqi and US officials have repeatedly warned of efforts by Isis to develop chemical weapons. When Iraqi forces retook Mosul University this month, they found chemistry labs they believed had been converted into makeshift weapons labs.

Iraqi forces showed journalists a tank of the chemical agent and a warehouse of more than a dozen surface-to-surface rockets bearing Russian inscriptions.

There have been a number of attacks, and perpetrators weren't always clearly named. But the UN concluded the Syrian regime was responsible for at least one chlorine attack.

And your link also blames IS for attacks.

The report also concluded that the Islamic State was the only entity that could have carried out an attack using sulfur mustard on the town of Marea, north of the city of Aleppo, in August of last year.

The purpose is to blame Assad, to proof that he is bad and we need to get rid of him no matter the cost. The more "barrel bombs" or gas attacks he commits the worse his image gets.

The issue is overshadowing a conference on Syria in Brussels.

France and UK gave up a long time ago on trying to sack him.

Rejected without any evidence why it's rejected, I just find it unlikely that the government forces (who have been on the offensive and quite successsful in recent times) needs to do something like this which could cause more international opposition to their war.

Looking at it logically, IS has far more to gain by initiating an attack like this and getting the Syrians blamed for it.

Actually, this is a pretty plausible idea on that:

It's a way to pressure the West even more to restore ties and try to end the war faster with Assad remaining in power and getting more of his demands met.

They continue to do it because it's horrible and puts pressure on the West to act and they can get away with it because Russia is protecting them anyway.

US, UK and France are requesting the flight plans and radar data from the Syrian aviation.

Should be proof enough.
