It is mentioned again because it was an ancient law who's punishments were eventually replaced by fines.

As we see today, a very large Muslim nation - Saudi Arabia - still severs limbs.

And therein lies the problem. Ancient laws being used in modern society as part of religion. In fact Islam tells it's follows to convert the unbelievers (or kill them) and spread the faith. The spread part is happening as we know.

If they are not utilising Chemical, Nuclear or Biological agents in their attacks then they are not using WMD.
