Yes, I taught toxic chemistry to the first OPCW teams. They were invited to Le Bouchet. It is at this point that the center is a little out of the shade. They were visited in our laboratories and introduced to the process of manufacturing and dismantling chemical weapons.

Yes, I went to Yugoslavia during the civil war. In Sarajevo, there was a chemical weapons training ground, and in Mostar, a toxic manufacturing site. I had to check that our soldiers who were there were not at risk. That was the case because everything was dismantled. From 1996, I visited Iraq very often. I was the chemical adviser to Unscom, the international organization responsible for dismantling the country's weapons of mass destruction. I was asked to be an expert to analyze the Iraqi documentation. I also visited the complex of Al-Muthanna, a huge factory, 5 kilometers out of 5, very protected, in the middle of the desert. I talked about the hours with Amir al-Saadi, the program's leader, a man as strong in ballistics as he was in chemistry or biology.

During its war with Iran, Iraq was able to provide itself without problem to Western countries for its chemical weaponry. After the conflict, the Iraqis, who had noticed the benefits of toxic agents in trench warfare, wanted to produce more sophisticated ones, notably the VX. But from the early 1990s, the big powers closed the tap and established an informal group, called the Australia Group (because it meets at the Australian embassy in Paris), to control exports of products Suspects. As a result, Iraq has failed to create a modern arsenal. So in 2003 the Americans did not find any such weapons in Iraq.

No. In 2003, I was advising Hans Blix, the boss of the UN inspectors in Iraq. I told him that I did not believe that the Iraqis had a militarily operational chemical stock, especially because they did not know how to make pure products. I have also informally informed the French authorities. But the Americans were determined to attack ...

No, Russia found every reason in the book to not provide the information requested for the investigation (radar data, flights plans, Air Force base inspection by UN investigators...).
The US went dark with their troop movements and cut off comms with the Russian coalition a week or so before the strike, why would the Russians show their hand when the US isn't?

That bit is common knowledge?!? Since inception the US has snubbed the Russian coalition, and then get snubbed back in and endless tit-for-tat exchanges e.g.:

ugh, had I known you'd insist on playing dumb I might have worded things differently ... serious question: when the US officially stops communicating troop movements, as you well know they did, do they still communicate those movements to a select few including Russia?

Not playing dumb, you made a claim and you're now unable to back it up. As to your question, why not? Unless they think the Russians are leaking information to IS. Do you have a source to suggest the Russians are doing that?

The Russian coalition, which includes Iran and Syria, is not one that is trusted by the US. I'd be very surprised if they keep them in the loop when they've officially decided to not share information with the rest of the world on a particular topic.

Hell it's even a reasonable thing for them to do, which makes it interesting that people seem to expect Russia to openly share such information without getting anything in return.

I dont think sharing information with the public is the same as sharing with upper Russian military which is probably only a handful of people (Sergey Shoigu and his team). Until i see a Russian source stating otherwise at least.

The irony here is you're claiming Jacques Chirac lied about Saddam's WMD program.

The hypocrisy though is brazen. Demanded a thorough completed investigation of Saddam WMD program and U.N approval for military action but for Assad there's no need it's just bombs away.

I don't know how the date of his statement matches with the investigations.

Though he said "probable" most likely based on the US supposed proofs that even Powell apparently believed in (according to what he said in his apologies).

See here, Chirac was very skeptical:

Arboit also said French intelligence knew that the Niger yellowcake that Bush referred to in the State of the Union address — yellowcake can be used to make weapons-grade uranium — was fake. Arboit said thanks to ties dating back to the colonial period, French intelligence had good sources in Niger. He also said the French nuclear power company Areva was active in the country and was a reliable source of information on uranium supplies.

Official: Russia knew Syrian chemical attack was coming


The United States has concluded Russia knew in advance of Syria's chemical weapons attack last week, a senior U.S. official said Monday.

The official said a drone operated by Russians was flying over a hospital as victims of the attack were rushing to get treatment. Hours after the drone left, a Russian-made fighter jet bombed the hospital in what American officials believe was an attempt to cover up the usage of chemical weapons.

The senior official said the U.S. has no proof of Russian involvement in the actual chemical attack in northern Syria.

But the official said the presence of the surveillance drone over the hospital couldn't have been a coincidence, and that Russia must have known the chemical weapons attack was coming and that victims were seeking treatment.

The official, who wasn't authorized to speak publicly on intelligence matters and demanded anonymity, didn't give precise timing for when the drone was in the area, where more than 80 people were killed. The official also didn't provide details for the military and intelligence information that form the basis of what the Pentagon now believes.

Another U.S. official cautioned that no final American determination has been made that Russia knew ahead of time that chemical weapons would be used. That official wasn't authorized to speak about internal administration deliberations and spoke on condition of anonymity.
