Thin client driver issue

I've fixed some difficult driver issues in the past but this one got me!
I can't seem to get the pci graphics and usb lan driver to work on this HP thin client. The device manager shows a code 10 error for both drivers. Upon manually pointing to the driver, it locates and installs the driver, then it gives a message that Windows could not write to the device.
The thin client has Windows embedded 7 standard. I am logged on as administrator with write protection disabled.

I couldn't get any solutions on the web either.

Has anyone come across this before?
 
Yup, guess so. 4gb ram installed and about 1.5gb ram free. There is about 1gb hdd space free. I copied some data to the desktop too.
