The industry can't agree on what the definition of broadband should be in the Department of Communications' (DOC's) final broadband policy.
The answer is f..... simple.
Get a knowledgable and experienced IT PERSON to write your definition.
Letting a politician to do it is like having a restrant chef doing your prostrate exam...
Broadband = An always on , Unlimited Link that can cater for Voice, Data as well as Multimedia. So yes it would need a Minimum speed requirement which would probably be in the 2mb to 4mb range.
