Of course not, but that's the reality of getting business done in this country. And it works very favorably for many of those businesses since there is no end of big corporates and SOE's that subcontract smaller jobs to BEE level 4 exempt micro enterprises since that's where a lot of the skilled staff wound up after the purge. I'm not saying it makes any sense or is any way efficient for the economy since multiple salaries are now being paid to achieve the same thing - i.e. for the peon/s who spend all their time organising outside contractors instead of doing the job themselves, and another for whoever actually does the work.

It is nepotism. The difference is it is a small private business and thus is outside the realms of public interest.

To my mind, nepotism should only really an ethical issue when other people have an ownership stake - i.e. taxpayers, other investors. It is arguably a business efficiency issue since the best person for the job may not be being hired, but often from a small business owner's perspective a family member is the best person for the job and this may be for reasons other than their technical proficiency - i.e. there may be better bookkeepers out there but you would trust your mother more than them.

I support compromise. It is government's responsibility to uplift the previously disadvantaged so government can use BEE. It is the private sector's mandate to make profit so the private sector should be able to hire whomever they think is the best candidate.
