Of course not, but that's the reality of getting business done in this country. And it works very favorably for many of those businesses since there is no end of big corporates and SOE's that subcontract smaller jobs to BEE level 4 exempt micro enterprises since that's where a lot of the skilled staff wound up after the purge. I'm not saying it makes any sense or is any way efficient for the economy since multiple salaries are now being paid to achieve the same thing - i.e. for the peon/s who spend all their time organising outside contractors instead of doing the job themselves, and another for whoever actually does the work.
