Throttling by ISP's

RocketNet doesn’t do this and we make sure we always have more than 50% capacity available at peak times.
I'm with rocketnet on openserve fibre, I'm experiencing throttling with iptv. At exactly 23h, there is no more buffering and everything streams smoothly.

Could be congestion too then
 
So today a big Microsoft Flight Simulator update is out.

Downloading through VPN (SA servers), download is about 100Mbit/s (I'm now on a 200/200 line).

So yeah def something funny going on. VOX throttling yes?

Many content distribution networks (CDN's) implement a per IP rate limit for downloads so that all their customers get fair access to the CDN nodes.

This is not necessarily the fault of your ISP.

Most of Microsoft's CDN are in South Africa these days, it wouldn't make sense for an ISP to throttle local content (even if they implemented any throttling)

For Cool Ideas it's not even worth investing in the equipment to do throttling. It's cheaper to buy more bandwidth.

I'm experiencing the same on Rocketnet with OpenServe. I'm considering moving to Rocketnet with MetroFibre and see if I experience the same issues.

Check out this thread it was spoken about before and Rocketnet claim not to do that so maybe try work with them to see if you can improve things since mainly there is something doing something it shouldn't
