Throttling or Congestion

Hi. Im with a Home Connect and Metro. I recently upgraded my line to 50Mb/s and getting 60Mb/s with the Metro's COVID special. I connect to Europe for my main content. What i have noticed with this ISP is that speeds fluctuate. Since my line is 60mb/s im expecting 6-7MB/s. If i have to download a file it sometimes will reach around 6 and then immediately come down to 1(sometimes less) and then average around 2-3. This has a poor experience on my media. Speed tests are fine.Is this congestion or throttling?

Have the same issue for the past year, changing isp next month - had no luck trying to resolve

interesting. I had the issue from the start as well which is about a year ago. Spoke to them about it, they blame MF and it then works for a few weeks. After that the problem creeps in. Which ISP you choosing?
 
Same thing with Vox.

Works perfect when VPN'ing to a buddy. Without? Utter shite.
I am on VOX and everything is smooth sailing. No problem whatsoever. what problems are yal facing?

Getting around 18mbps on a 100mbps line.
Buddies on Afrihost get 80mbps.

It's not a line problem as when I VPN to them I get the same speed. This is Vox f****ing us around.
Thought it might be in conjunction with Frogfoot, to limit throughput in this area as they might not have enough capacity - otherwise it just doesn't make sense...
Working around their throttles, but it's still a pain in the ass that one has to jump hoops to get what you pay for. Will be moving as soon as the fee for the 'free install' falls away - think it's a 6 month period.

and whats the point of doing this? i am getting my full download speeds in actual real world. full 27MB = 210Mbs download.

Stop doing meaningless tests and actually test actual downloads
