Top 20 SA websites list released

Can someone please help me?

This "top 20" websites, have they measured them against ALL South African-based websites? Or, were these 20 winners paid members of Effective Measures and only they were taken into consideration?

If the EM code has not been placed on ALL SA-based websites, surely the stats are skewed? Or, perhaps the heading should read Effective Measures top 20 websites...
