Tor itself is secure. It is up to the end user to make sure that it is set up and installed properly. One of the vulnerabilities that attacks rely on is javascript and cookies, and older versions of tor/browsers that have security bugs.

I recommend using the bootable TAILS if you want to use Tor. Windows is not recommended for use with Tor since it stores so much of information that can be exploited if you know how to.
