I'm not sure I understand what you're saying. Section 1 is the Definitions clause and section 23(1) is still very much in effect.

From the pdf you linked said:
23. Infringement.
(1) Copyright shall be infringed by any person, not being the owner of the
copyright, who, without the licence of such owner, does or causes any
other person to do, in the Republic, any act which the owner has the
exclusive rights to do or to authorize.
[Sub-s. (1) substituted by s. 20 (a) of Act No. 125 of 1992.]

If you are referring to the last sentence in bold, that means that the current wording was inserted by section 20 of the 1992 amendment act and is not the original wording as promulgated.

Those are all commercial activities and have nothing to do with personal and domestic use. :)

Irrespective of whether it's commercial or non-commercial/private use Section 23 (1) says that:

Copyright will be infringed by any person [say for example me, downloading the latest episode of TV Series A], not being the owner of the copyright [That would be Network X in America, not me], who, without the licence of such owner [seeing as I'm getting it via a torrent download there isn't any license granted by Network X], does or causes any other person to do, in the Republic, any act which the owner has the exclusive rights to do or to authorize [Downloading is reproduction as per clause 8 (1) (a)].

That's personal use and copyright infringement.
