Tower / Area congested?

Hey guys, was wondering. my rain lte has been performing at around 5mbps download speed, but 30mbps upload speed.

Normally, with wireless, it's the upload speed that is slow (the router sending to the tower is normally much less than the sending power of a tower, for example).

However, since my upload speed can justify a nice fast download speed of at LEAST 30mbps, I was wondering why I am at the bottom of the barrel scraping for a consistent speed of 5mbps?

Granted, that sometimes I'm getting 10-13mbps speeds, but still not near as fast as the upload.

Can this be something I can improve on an antenna setup? Or does this mean the tower I connect to is congested, hence the low speeds?
 
Whats the signal to noise ratio ?

I didn't check TBH. Usually only check SNR if I have disconnection issues or low speeds on both upload and download. But since there is nothing wrong with the upload and I don't experience disconnections, I only focused on testing the download speeds. SNR, usually, comes into play when the upload (which is usually weaker) is too weak to hold a connection properly. I will check later tonight :)

See if possible to switch between 2600Mhz and 1800Mhz
Do speedtests on both and see if there is a difference

Thanks will check it out and see if I can change/test. Would be amazing getting faster speeds on this.
