Thanks. I managed to trace the company via TrueCallerI'm just making an educated guess, but I think initially anyone could register an 087 number without doing any form of "RICA". So VOIP companies would buy up 087 number ranges and sell them onto customers without much accountability. I think this has since changed, at least for companies like Twilio, who now require documentation. But I'd imagine similar to mobile numbers, there isn't much policing going on, and it could be made harder if an international company owns or uses the ranges.
