...that the volume going higher is requires more energy and then causes it to skip...
Tell him to look at the back of the computer on the power supply. If it has a switch to select 220v or 110v he should switch it to 110v as soon as it start skipping due to high volume. That will stop the skipping by tricking the computer into thinking it is on 110v while it is on 220v, so effectively it has twice the amount of energy, so less skipping.

Yeah Youtube hasn't done this for me for years. It buffers for about 20 seconds then stops, and buffers further once you press play.

Shows when last I had YT buffering issues, guess 4mb uncapped isn't too bad on WA :D

Can use either SmartVideo plugin on Chrome or VideoCenter to adjust the DASH setting for youtube to disable the 30 second buffer limit.

ask him if his car drives slower when he puts the radio louder...

maybe its a genuine thing with him, more energy means slower stuff.

disable the soundcard in device manager and show him... lol

P.S u guys must be smoking some good stuff

Reminds me of a friend who speeds when he hasn't put petrol in so he gets home before it runs out.
