PTA regulations are 5dB above ambient. You’d not be able to use your own measurements. One would need to use a registered acoustic engineer or the states.I would ask them to provide the noise level readings done by a certified official at the fence. If this reading is greater than 7dB over ambient, then I will concede and do something about it. I would then at the same time complain about his vehicle, dog(s), and TV. A dog outputs 90dB, human conversation is 60dB. The generally accepted level for human noise comfort is 55db by day and 45dB at night.
Dog noise complaints need to be 6 minutes per hour, and very difficult to prove.
