Tshwane wasting millions on inoperable CCTV system

Wont be the first or last time a municipality makes this mistake. I foresee another Muni heading down this road to.
 
And I bet the 68 that are "operational" aren't even doing the job intended? Are they actually catching anybody, like the corrupt Metros in the "limelight" at the moment?
 
This is the perfect experiment to determine whether the CCTV surveillance system actually works. If it does, then there should be a marked drop in criminal activity - we at least more convictions - in the areas where the cameras are lit up. If the drop is not significant then there is no point to the system and it should be decommissioned.
 
This ties in with a press release by Tshwane Councillor Karen Meyer a few weeks ago. This is a royal mess and one wonders whether those responsible will be held accountable. Problem is that if action is taken the ones disciplined will just run to the next City Council to do the same. They actually get promotions into the next City Council.
 
Camera systems do work when designed correctly and PROPERLY utilised by law enforcement. The control room aspect is VERY important. The problem most municaplities encounter is how to choose a service provider and get them to stick to a good SLA. all to often the government does not use a proper consultant when specifying and choosing a tenderer. There a thousand ways to skin the cat so decision making is very difficult.

Projects like this needs a proper budget, running costs and at least a 5year plan. Dedicated impartial consultants need to guide government with this so the best integrators are chosen. The project also needs and external project manager to ensure commitments are stuck too.
 
xplicet, in this case Tshwane did have proper impartial consultants but Pinkie decided not to follow the recommendations made by the professional team (edited the tender report).
 
So pinkie and the Brain strike again. uh...this time without the Brain!
 
Just another way to give a few million as a Tender to some mates of the government - nothing new here.
 
The powers that be recently learned a new word: "Deviate".

This is a loophole in the tender process which enables them to award the tender to whatever friend or relative they want to.

They do this with almost every single tender that is issued now and costing the city millions.
