I got an SMS with a License No, and a Balance of R6.8k.

I don't remember ever having a license, as my wife pays the license.

How do I check who the license number belongs to, and how do I refute it?

In the current universe, the only possible way of doing this is by contacting the SABC and asking them to provide a statement.

likely just a scam.. a few weeks ago a bunch of people at work and my wife got the same sms on the same day.. none of them have a tv licence.. steer clear of any clickable links in the sms..

Probably a scam but you can go to https://paynow.tvlic.co.za/fast-login.jsp and put in the license number or use your id number to check for any registered licenses.

For 1 I'm a guy.

My biggest issue is that FN is the initials of my previous domestic.

Any idea where the onus lies on this? The "account" exists, and is somehow linked to my cellphone number, but it's not mine for sure.

Try login with your id, if nothing is connected to your id then you are covered.
