And who will be paying for this "subsidy"?

Obviously us taxpayers but there's a "little" fund, the USAAF, that is meant to be used to increase the broadband footprint in rural areas. All the telcos are forced to contribute to this fund based on the annual earnings. The manufacture and supply of STB's will be also be funded from it.
