Tweaking LTE Speeds - Can you?

So I got my LTE a little while back. Even got the antenna installed.

So I noticed over the holiday I was getting 20Mbps Download. Great speeds for me since I normally get ~8Mbps.

It been slowing down again but I notice my upload speeds increase.
So the Question is, Can I limit my upload speed to increase my download speeds?

I know with ADSL if you uploading that upload speed affect the bandwidth available for download, however its limited.
LTE is synchronous as apposed to asynchronous so upload speeds can be equal to download speeds, however does one affect the other?

Can I say to Telkom limit my Upload to 2Mbps, so that I and maximise my downloads?
Does it work like this?

Could it be that you have reached the fair use cap and are now being throttled?

I wondered that when I noticed my speed was down. I must check with Telkom I've had so many issues with them, but I shouldn't have hit my cap yet I am only at 100gig of my 300gig and since I've gotten Netflix and ShowMax I've not downloaded any torrents so the 50gig torrent cap shouldn't have kicked in.

It could just be the fickle nature of LTE at the end of the day, probably my towers congested and I only got good download speeds cause everyone was away for the holidays.
