Twitter drops support for iOS 9 and lower

Pity, but inevitable. I just dusted off an old Mini which is running iOS9.
 
Just curious. Say one has an old device running iOS9 and they currently have Twitter installed (the latest version supported on iOS 9).
What happens when they factory reset their device, will they be able to re-install the iOS9 supported version or they basically get locked out as by that time the App Store only has a newer/latest unsupported version that requires iOS10+?

It depends on your Apple ID. If you try a fresh purchase and download incompatible app it won't let you do it. Period.

The trick is to purchase the app on the compatible device or iTunes running on MAC or PC using the same Apple ID, you can interrupt download, no matter. Once your app is listed in the 'purchased' history, App Store will let you download the latest version compatible with your device. In most cases works that way, but developer may set a different download option. Some members refer it to "download from the cloud", but it is incorrect.

It will download the oldest version that was supported.
