Nope, they there just dam slow. well the ZA ones.
Just change your source In Ubuntu software center under edit sources to another country.

Busy updating 27 packages from ZA as I type.
 
Turned out was a caching issue on our proxy. Weird one at that. Clear and rebuild cache, and it works 100%
