New EPP system
Not sure about it....
Long before the new EPP system I found a large number of domains with no accounting info. I never could get an answer, but all of them are in the hands of companies abroad though.
I am specifically referring to this domain: http://co.za/cgi-bin/whois.sh?Domain=scam and there were about 15 others I found.
I almost think these type of domains have something to do with trademarks.
Edit: you can check out Google, Yahoo, Sex, etc. This is why I think it has something to do with TMs abroad.
I also suspect that these domains will never become available for registration again.

What he is talking about is the EPP system. That one you show I think is just weird.

The domains that do not show any accounting information have been transferred to the new EPP system.
Have a look at item 1c (the registrar field) for all of the EPP domains - they are all different.
UniForum SA is no longer the only place for domains to be registered. You can select from a long list of accredited registrars now...

About 2-3 years ago, scam.co.za already had no accounting info. It was not the only co.za domain which did not have accounting info.
If the new EPP system has been in place back in 2009, then I agree with you.
