Unique International Upload Throttling Issue

Hey guys,

I have a highly niche problem maybe someone can help.

Problem:

Internet upload speed out South Africa limited to 7 upload - 200/200 line (connected via ethernet cable). South African speedts remain normal at 195/195

Things I've tried:
Different Cable
Wifi adaptor usb
Different speedtest servers
netsh release/ renew etc
flushdns
QoS on router disabled
Factory reset router (Netgear nighthawk XR500)
Fresh reinstall on windows (with a redownloaded OS)
different motherboard, changed from X470 to B550 Tomahawk

Things I've noticed:
Its specifically my pc. Different PCs/ devices on the same network have 100+ mbps upload speeds. Speedtests locally are normal speeds (leading me to believe its not cable related)

Kind of lost to a solution, any sort of guidance would be appreciated
 
Have you tried connecting your PC directly to the CPE to confirm that it's something on the PC causing the issue..?

Also, install glasswire on your PC to see if anything funky is going on in terms of network usage on the PC..
 
I have tried directly to the CPE, I have also used another router. Same results.

Glasswire doesnt show anything weird network related
 
Just tried this, no change.

Its an MSI B550 Tomahawk board, havent got dragon centre installed/ or that cFos program that affects bandwidth speeds
