Unknown charge on invoice

On my Vodacom Invoice I have a charge for 'Unlocking Processing Fee'
Any idea what this is for ?

Maybe pm one of them? The thread title is not really clear. Maybe get a mod to change it to "Unknown charge on VODACOM invoice"
