Seven billion? If they buy 36 of them, that's like 194.4 million dollars each?

Jesus, isn't the F-22 Raptor cheaper than that? (Not that it's for sale, afaik.)
 
It's may be following hints:
1) Broadband over fighter plane (guarantees that you data is safe!).
2) If you don't buy our planes, we won't share internet access with you then! (and then they will remove all communications technologies from Brazil).

AFAIK the F22 Raptor project was cancelled. One of the first things the Obama administration did.

I believe only after they had the number of aircraft they wanted on order. Since they won't sell to other countries, they aren't going to break even I guess.

"necessary" is used because of ITAR, USA is forbidding key technology innovations such as UAV systems from being exported which is why one should try and deal with Europe as far as possible when dealing with anything tech related:
