Upgrade and MWEB - clarification, please

I've seen a few posts stating that MWEB clients are not able to benefit from the 10mbps upgrades as yet, with a date of sometime in September having been mentioned. Is this correct? If so, there should be no MWEB clients who have been upgraded yet?
The reason I'm asking is that the MWEB agent I spoke to knew nothing about this, and instead could only refer me to Telkom to see if my exchange has been upgraded. The Telkom agent I spoke to also made no mention of my being an MWEB client, and blamed my not having been upgraded to my distance from the exchange (I can't get a stable line beyond 3mbps , which he says rules me out of the upgrade altogether).
So what's the deal?
 
That helps, Pada. But amazing that the MWEB call-centre agent I spoke to had no idea about this. So, hopefully, the fact that I cannot sync reliably at more than 3mbps even though my exchange is enabled, is due to this issue ....
 
mmshrinker, I think you misunderstand. We're talking about two different things here: Telkom upgrading your linespeed, and MWEB upgrading the speed of their uncapped 4096 package. The fact that you "cannot sync reliably at more than 3mbps" has nothing to do with the fact that you're an MWEB client.
 
Yes, it's clearly a case of wishful thinking on my part. I'm probably stuck with 3mbps, I know.
According to a Telkom techie, while I'm approx 5km from the nearest exchange the "infrastructure" for optic cabling exists a block away from my house, and sits unused, despite complaints to "management" from the techies themselves. His suggestion: to phone his managers and complain myself. Does that make sense to you?
