Urgent!-Telkom Price Cap

I know I am new here, and I know it's probably rather audacious of me to start a thread as a N00b, but this is very important and very urgent.

It is about Telkom's Price Cap. This is the submission I have written to ICASA, and I will be sending it in as a group submission.

I need to get as many names as possible on this list. If you consent to what I have said, and would like to add your name as one of the 'submitters' - then please email me your REAL name and a REAL contact number BEFORE 22:30pm on Monday night.

Debbie2, everyone has the right to post - it doesn't matter when one joined or how many posts one has, or how unimportant or important (i.e. the reason for your post) the topic.

No one has tuned me, i just felt a little bad coming here and starting a new thread, kinda like I'm being to bold and i shud know my place kind of thing

Creepy Crawley, they have been through one round of public hearings on this issue, and this is a second round of written public comments only. ICASA told me they don't usually get a public response to their requests, and i am hoping to give Telkom a bit of a fright let them know that their proposals wont simply sail through without a fight.

This is very important people as this could be a culmination of what MyADSL was brought into existance for in the first place. I just wish there was more time as the long weekend might mean that many MyADSL members are not available :/

Debbie2, on the subject of ICASA not getting a public response to their requests, I have been in touch with Vimla & Jubie over @ the ICASA corral since February - I was trying to get them to agree to email any ICASA related news to a new IOZ ICASA News mailing list (I 1st cleared it with IOZ) that IOZ would create just for them (totally free of charge as a public service which IOZ is, and would also allow ICASA to have some control).

The idea was to inform the public about Government Gazette Notices that ICASA sneaks into the not so public domain, or upcoming news or anything ICASA wanted the public to know / participate in.

After keeping me in the dark for 1 month while they were still considering the idea (yes I did follow up several times), the response from Jubie was:

I replied asking if he could not just add [email protected] to the detailed stakeholder list - I still have not had a reply...

All I can say is I am not impressed with that last response from ICASA, and if they truly want the public to participate then they had better inform the public first & foremost - the Government Gazette is the official way of doing it, however very few ordinary members have access to the gazette either in print or electronic format - you have to pay to receive it.

I would really like ICASA to change their minds here & accept this offer from IOZ, perhaps they might do so if we created a polling thread & showed them that we want them to use this method of informing us...​

Hi ic,

Thanks for that detail about your wrangling with ICASA. I do want to say that I still have not quite made my mind up about ICASA - sometimes they surprise me with their efficiency, and other times I feel they are not entirely competant.

I do not claim to have had extensive contact with ICASA. A few emails and several telephone calls is about the extent of it.

I was merely repeating what a gentleman from ICASA's Telecoms Policy Analysis has said to me. This same man, although I know who he is, declines to be publically identified.

I specifically asked him how many submissions ICASA received from the public during the first round of public comments. He declined to answer me, saying that he would "not talk numbers". My conversation with him was very amicable. He said unequvicably that civil society participation in these matters is usually very poor. He further directed me to a researcher at Wit's Link centre - www.link.wits.ac.za for academically-structured information on civil society participation in telecoms policy formation.

I thank you for pointing out your experience with ICASA. It is important that we discuss these issues and share our experiences. As for me, I can only speak from my experience, which is in no way intended to undermine nor negate your opinion and experiences.

Please, everyone reading my somewhat off-topic posting here about ICASA turning down an offer - ignore it - download Debbie2's submission & read & decide if you want to lend your weight to Debbie2's submission or submit your own - non-submission is not an option .

In the meantime whilst everyone is reading Debbie2's submission, I am merely looking for a (better than Government Gazette) way of getting good old ICASA to inform us via email when they want Jane & Joe Public to know what ICASA is doing & participate.​
