A new study warns that the U.S. must develop cyber intelligence as a new and better coordinated government discipline that can predict computer-related threats and deter them.

Oh give me a break! Another "study" by a right wing pro-corporate group filled with CIA spooks. Their Chairman is the ex-Director of Homeland Security, what else is their "study" going to find? Good grief!
