In other words if a black guy is killed in Montgomery Alabama, instead of facing a jury of local residents, the defendant gets to face Federal Prosecutors. Then if the accused is acquitted for the murder the usual claim of local bias will no longer have any merit. The perception of bias will be less.
It will help to take away a lot of the emotional outrage that comes with verdicts of this nature.

1955... 99.99% of all black people have never seen or experienced a lynching. Maybe they'll get over their issues if somebody tell them they don't have to be the victim of the evil white man anymore. They don't even need the virtue signaling other white men to make symbolic laws protect them.There have been lynchings more recently than that, as recently as 1955. The issue of lynchings is a very sensitive one for black folk in America.
