For a 100 million portfolio, 1 million plus trades a time is nothing.
You'd easily turn 10 million a month.

What would be very suspicious is if someone sold off a large portion of their equities and went into cash, bonds gold etc.
They would need to do some explaining.

Another thing that can get them in trouble is blabbing to someone about went on in those senate meetings if they were supposed to be confidential, and then someone acted on that info.

Coronavirus may yet result in a state of martial law, with the November elections being called off, and Trump becoming eventual ruler-for-life. Like Mugabe, he must be fearing the legal troubles that await him when he will no longer benefit from the principle that sitting presidents can't be indicted, and when he'll no longer be able to manipulate the judicial process.
