US launches Internet freedom task force

Sounds like an upcoming game. Repressive regimes have a "stuff-you" attitude that is not easily containable. If you deny such regimes peering privileges with the free world, a huge outcry around the world will sound for the citizens of such regimes being denied access to information. So how can you encourage such regimes to become free as well?
