It would seem that the 15000 purchased by the State Dept - you are referring to those right? - were actually made in Mexico and within the USA (North Carolina) http://news.bbc.co.uk/1/hi/business/4849742.stm

Do you have a source wrt the US government pushing Windows on the Chinese? I'd be interested in reading up on that.
