I don't think this move was to combat terrorism. I might be wrong, but putting a sattelite into space requires huge resources, and is only useful for spying. It's also not easy to get one up into space, there are only a few companies that do it.
What's a terrorist going to do with a bird's eye view of a country? I don't see much benefit in it.
On the other hand, a country has a great deal more to gain by spying on the states, including troop movements, total militiary might, number of planes available, what the state of nuclear silos are in (are they gettting ready to launch, or not) etc. etc.
