Usenext with Mweb

Last night I phoned Mweb and this is why they say my speeds are down, telkom has decided to put d-slam equipment on my exchange and as far as his test go I have a 4 meg line but from the echange to my house telkom cut it to 512 kb/s.
Now my question is, is it telkom is it mweb or is it a problem in england as reported by Mwen CEO?

damn that's a confusing question. Do you have a 4mbps account with mweb? What is the line speed you signed up for at telkom? Or does mweb handle your line rental as well?

I'm sure that I have a 4 Meg line account with Mweb!?
Yesterday I spoke to Telkom and the guy guaranteed that Telkom would never d-slam my 4meg line down to 512kbps, but I have been with Mweb for 6 months now and in the evenings the rate normally would go up to between 1500 Kbps and 2200 Kbps I am not getting that anymore it's only going up to 150 Kbps.So telkom gave me a username and password to try out and to my surprise my rate shot up to 3000kbps.
I understand that the account that Telkom gave me could have been an unshaped account but it still proves that the problem is not the international server usenext.
Even the account that I have at work which is with Iburst performs better with usenext with a constant rate of between 900 and 1000kbps.
Yes I understand that I have a shaped unlimited bandwidth account with Mweb but if it was performing fine for the last 6 months why is it that now I can't download in the evenings at the higher rate as before.
And the other question is why does Telkom and Mweb just not get along and provide the best service to the customer by being honest.
My opinion on why I am not getting the speeds of before is that the exchange probably dont have enough ports to handle the amount of adsl accounts.
My next option would probably be to go to an unlimited unshaped account for R2500.00 per month but then again i can only afford that in my dreams.

Do you have a 4Mbps ADSL line? Are you getting it from MWEB or Telkom?
Do you have a 4Mbps account from MWEB?
Have you checked what speed your modem is connecting to the exchange with?

If MWEB told you Telkom "cut it to 512kb/s" then you have surely answered your own question? You need to call Telkom on 0800 375 375 and ask them what speed your modem is syncing at with the exchange. If its not 4Meg, ask them to recreate the ports and attempt to sync at the 4Mbps profile before shaving it down to get a more stable connection.

Yes i have 4mbps line.
I pay for adsl line to telkom and ISP to mweb.
I have 4mbps with mweb and mweb states phone telkom to up line to 4mbps cause its currently at 1mbps.
need to phone telkom now.

Have you considered that the quality of your connection does not support 4Mb/s?

Remember that ADSL is a best quality service and that it is offered as UP TO 4Mb/s, which means anything from 1 b/century up to 4Mb/s ...
 
What's your SNR and other values according to your router now that you're connected at 4Mbps?

Also, what speeds do local speedtest.net servers show when you do the test?
 
SNR upstream - 12.0 db
SNR D/stream - 19.0 db
Line Attenuation Upstream - 16.5 db
Line Attenuation D/stream - 33.0 db

speedtest - JHB server
Ping - 332 ms
Download - 2.32 mbps
Upload - 0.37 mbps
