speedtest - JHB server
Ping - 332 ms
Download - 2.32 mbps
Upload - 0.37 mbps

Those line stats should be OK, but something is definitely wrong with your latency. You're in JHB and the JHB server pings 332? Try testing the CPT server?
 
After a PC restart speedtest.net results
JHB server - 16ms
Dnld - 3.4 mbps
Upld - 0.31 mbps
Cape town - 51 ms
Dnld - 3.31 mbps
Upld - 0.42 mbps
 
the problem is I download with a newsreader (usenext) and I was happy with 150 kbps during the day and at night it would pickup to between 3500 and 4000 mbps lately its been sitting at between 0 and 100 kbps day and night.
 
and I don't see a problem from the usenxt server reason being telkom supplied me with an unshaped account username and password details and it was flying at 3500 bps and 4000 mbps just the day before.
 
Usenet(or next)? Apologies for my ignorance, but if you're downloading from a news server i.e. useNET, then you're queries are very similar to those found at the other thread.

Those stats you provided indicate there is nothing wrong with your line, or with regular browsing experience. There are a plethora of reasons as to why your NNTP is slow:

1) MWEB shaping the hell out of it
2) You're not connecting to a local news host
3) You're wasting your money overseas, and still getting shaped to next year
.... to name a few.

Why has your experience changed? Well, so has many people's over at the MWEB Thread. You'll likely receive better advice over there as this is no longer an issue with Telkom.

And herein lies the crux of your problem. You are on a shaped account, expect a shaped service. Why have things changed since 6 months ago? You're not alone, I promise.

I will re-iterate: you no longer have a line problem. You have a problem with how bad the shaping is on your line. If you need proof, download a torrent tonight and see how the speeds will match your experience with Usenet: they are on the same (or very very similar) shaping policies.
 
So in other words, mweb is being dishonest cause they know exactly what they are doing, shaping me untill next year.So I take it that the solution to the problem is to tell mweb to go fly a kite or have an unshaped account?
 
That's quite correct*, or you may (as others have) have the incorrect configuration for your usenet client. Other people have had success with grabit? Anyway, this is futile as you would get more helpful responses from the MWEB rep, and there people at the MWEB Feedback Thread - careful there though: its like a war room!

*well not as correct as you are implying: you bought a shaped service, expect a shaped connection. Or upgrade to a high capped solution or unshaped uncapped.

I 'm really not up to cyberwar so i will make my decision tonight. i just dont see myself being one of the privileged that would get my problem sorted in that thread.
