Using two accounts from one PC

Is it possible to log in to two accounts simultaneously from the same machine, if I install another Ethernet card? Or by some other method?

u can do it but u will not get 1 meg!!!

I know, but I'd like to be able to use one account for local stuff and another for international. But how I would go about getting every app to connect through just one connection and not the other?
