VANS licence applications

according to a source within ICASA these are now being processed and should be sent out shortly

[context - ICASA has not processed any applications since 19 July 2006]

ICASA have not processed any licence applications since the new act came into force on19 July 2006 - i and others have been arguing with them that there is no legal basis for this and practically speaking it makes no sense

there are plenty of folks who have applied for licences who are unable to get their businesses going because of this...telkom will not talk interconnect, for example, with anyone who want to carry voice but does not have a licence. by refusing to process ICASA was essentially preventing development of the industry.......
 
I think it means more operators can get hold of a VANS license now provided there are no more delays. You need this license to operate an ISP it seems. However there are more obstacles like a license to operate in certain wireless spectrums and frequencies.

"A VANS license allows companies to provide voice as a standalone service". So it looks like a VANS license is step one for a start-up against Telkom.

From what I understand this is great news. Companies can lay fibre and wireless networks now?

(telecoms legal expert hey? :) ) Can I go a little bit off topic and ask what you know about April and SAT-3. How good is the chance for Neotel to start selling international bandwidth at real prices?
 
Am i correct when i say VANS stands for Value Added Network Service license??

"Technological development has led to an uncanny similarity between the transmission of voice, video and data. It is no longer necessary to prohibit the provision of voice by VANS. Provision allows growth of the VANS sector and promotes small to medium sized businesses.

As of 1 February 2005 value added network services may carry voice using any protocol.

Integrat has recently acquired a VANS license which means a range of new services on offer to clients.

Did you know?

VANS market value is estimated to be 3.3 billion rand excluding Telkom operations which accounts for a share of 4 billion rand.
Value added network services include electronic data interchange, electronic mail, protocol conversion, access to database or managed data network services.
A VANS license allows companies to provide voice as a standalone service.
Telkom fought against the above and wanted voice only to be carried as a value added service."

i am busy looking at this and trying to get the real picture from ICASA - should have info soon
 
Those WiSP's operating without the necessary I-ECS & I-ECNS licenses,
ICASA is demanding licenses in the Cape (that I know off now this week) ,
so be prepared.
