ICASA have not processed any licence applications since the new act came into force on19 July 2006 - i and others have been arguing with them that there is no legal basis for this and practically speaking it makes no sense
there are plenty of folks who have applied for licences who are unable to get their businesses going because of this...telkom will not talk interconnect, for example, with anyone who want to carry voice but does not have a licence. by refusing to process ICASA was essentially preventing development of the industry.......
