VANS License (wanted)

I was told by Icasa that they have stoped issuing licenses for VANS till further notice, 2 months ago they told me i need to get all the correct paper work etc & then apply when i am ready, now that i am ready they say sorry NO license.
can any1 please give me info on how i can go about sharing a VANS license with a current license holder or even better takeover or buy someone's existing license.
