You could go to a library and use the books for free. You could use the literature that is provided to your child at school. You could buy books from a second hand store. You could use internet access to download free books on numeracy and literacy.
The parents are also to blame. My parents used to take me to the library from a very early age. I started reading books from the kiddies section and gradually moved up to the adult section.
Reading should be done at home and at school. But even more at home.

Yeah, I agree text books are expensive. Not all books are expensive though. (I got the first 3 Dune books for less than R100 in total at a 2nd hand book shop a while ago)
I was lucky enough to have parents that read to me as a child which made me want to learn to read so I could read the stories myself and not have to rely on them to read them to me.
I loved my Dr. Seuss then moved onto more challenging books like Roal Dahl books etc. Thing is, I developed a passion for reading which maybe not made me smarter but definitly increased my vocab. and general knowledge.
Still hate text books, they are boring as hell but at least I can read and understand all the words in them.

Perhaps these people who can't read are idiots. And perhaps the teachers are tired of having 26 year olds in grade 8 so have pushed them out.
It also highlights what a joke the label that the education department puts on these students - they can't be learners if they've learnt nothing.
And don't blame the parents - the government promises to educate. Blame them.
Mind you the previous education system is looking pretty good about now.

Do you understand that the Libraries have to purchase their books from the same publishing houses that we do ????
Do you understand that they ALSO have to pay the 14% VAT amongst other taxes
Do you understand that their funding for new books has been seriously cut
Do you understand that they are overcrowded because "students" have nowhere else to read and study.

OBE is pretty good **IF** it’s implemented properly. It’s not in SA. It smells of an educational theoretician tasked with “define an educational system suitable for SA”. They did. Not their fault if the implementers are too useless to implement it properly. OBE could work if there were any people with the remotest clue about how to implement it, taking into consideration the useless, illiterate implementers. Good evaluation questions are the key (to test outcomes). OBE is OK. **Nothing** would work in SA. You are supplying a scapegoat. “We would all be rocket scientists if OBE (an imperialist, colonist plot sponsored by apartheid) wasn’t used”.

I agree with your view that some social engineering exercise was attempted on SA. I don't think that it was properly thought through - hell, Kader Asmal was involved and he struggles with understanding calendars.

I taught myself to read and write fluently before my first day of Sub A (grade 1). I agree that the school system may not be ideal, but the reality is that if your kids are struggling with such a simple task as reading at that age, they are simply stupid. End of story.
I'm sick of the attitude of so many parents that it's the school's sole responsibility to teach your kids. Why not read with your kids, or at least encourage them to read themselves rather than sit on Mxit the whole day? Take some responsibility!

Besides I am intimately acquainted with all the libraries (and senior staff ) where I am -- some pretty big ones as well.
I ALWAYS hear them moaning about the cost of books and NO funding.

The way to implement OBE properly is to use a classification (of objectives) method like Bloom’s Taxonomy. This is a good model I have found (although there are others). Bloom’s taxonomy (of educational objectives, I think) has about 8 items. The lower ranked ones (1, 2…) are the simplest and easiest to teach. The higher ranked ones (judgement, critical thinking etc.) are where the lecturer’s value lies in tertiary education. Otherwise it is just rote learning. The student doesn’t need a lecturer for that – there is no value added (they can read it). So, the student should know the lower ranked objectives (jargon, basic concepts etc.) before the lecturer’s input is meaningful. It’s a waste of lecturer talent (as well as being tedious) for them to have to do shlep teaching of elementary objectives at university level. Defining the evaluation questions which test the student’s grasp of the higher objectives (judgement, critical thinking etc.) is where skill lies. Most university lecturers fail at this.
