Topic is all over mybroadband but can't seem to find an exact replica of my situation. I will tell the story using fake names for clarity.
Mr Smith had a motorbike. He sold the motorbike to Mr Wesson but neither of them filled in the blue/yellow forms. Mr Smith merely handed over the registration certificate to Mr Wesson along with the vehicle in exchange for money. The traffic department is unaware of this sale.
Mr Smith moved overseas and cannot be contacted by Mr Wesson.
I want to buy the motorbike from Mr Wesson. All Mr Wesson has is the registration certificate but it's still in Mr Smith's name. I don't think Mr Wesson has a proof of sale or copy of Mr Smith's ID...
Question: what is the correct procedure for me to take, assuming that Mr Smith cannot be contacted, in order for me to purchase the vehicle and have it transferred to my name.
