My folks are there right now.

Flooding of St Mark's Square in Venice has been happening for many decades (I personally experienced it in 1990). The frequency of such events has increased over time, mainly due to subsidence.

Efforts to address it get bogged down (pun intended) in Italian politics...
 
I remember not to long ago, they complained about the stench due to the water levels being so low. Now they have water again and they complain...

It is entirely political. Netherlands should technically be underwater, but the crazy Dutchmen there are too good at civil engineering to let it happen.
