Vespa purchase with no VIN

I hope someone can give me information on how to go about registering an old Vespa 1981.
The scooter belongs to a lady who had it since new.
I requested a photo from her of the vespa's certificate of registration but next to VIN it says UNKNOWN.
The rate seems normal under condition it says used.

Now my question is whether it is difficult to register this scooter?
Must i get police clearance or does it work different for old vehicles?

What is the best way to get it licensed?

Hmmm, so it has a certificate of registration? Is the license paid up to date?

If so, I don't think it will be a problem? I've considered to buy a bike without papers, but decided against it due to the hassle to get it road legal again. That's a different story though.

If not, add up the arrears over this period and work out if it is worth it. A colleague of mine bought an old F100 truck. When he wanted to register it, they asked for R56k in arrears.
