RCA is just the name of the connector. it doesn't specify anything about the actual signal carried by the cable. As such, you WILL find people who will try to sell you a simple passive connector to do the job. Rest assured this will most likely not work.
The only cases where this WILL work are if
1) Your DVD player does a true Component RGB output. This will require 3 RCA cables, but should not be confused with Component Y Pb Pr output.
2) Your DVD player has the capability of outputting the signal in VGA form. This would, however, sidestep the problem completely (you could just use a straight VGA cable).
Converting between various forms of a signal is not a simple task. You will require a set top box to do this.
But first we need to know what kind of RCA you mean; Composite video? Component video?
