I inadvertently deleted the VIDEO_TS folder from my HDD.
Is it possible to re-create this by adding a new folder of the same name?

Yip, you'll have a folder with the same name then. Nothing in it though ....
Maybe undelete or similiar recovery methods will be a better idea. Probably still sitting in your Trash can

As Luke777 suggested - You could try a un-deleting app such as freeundelete.
