Visa is a credit card company. It is up to the local banks to provide debit cards (backed by Visa) as they do in other countries. Blame your local bank, don't blame visa.

I do blame my bank but they also told me that the credit check and all that hoopla is by Visa. It's Visa's reputation that's taking a plunge, they should sort it out and set clear conditions for the banks.

Thats odd - they told me the reason they dont issue it by rote is because of the embossing.

The normal atm debit cards dont have it (or your name) so they can just give one from a pile of generic stock then and there. They also refer to it as a cheque card (at FNB at least) so I guess a cheque account is a requirement but I'm not certain.
