VOB editing software?

http://www.videohelp.com/tools?tool=Virtualdub-MPEG2

Virtualdub will allow you to open VOB files and do some limited editing - cut frames, paste frames, export, resize etc. - I use this a lot for video projects at work that require minimum editing.

I don't think you can export directly back to VOB from Virtualdub, so you would export to an uncompressed format and then re-encode back to VOB using other software, such as TmpEnc :- http://www.tmpgenc.net/e_main.html

It depends what you want to do with the editing, if you just want to convert it, there are a number of free tools that will do the trick, such as DVDx :-http://www.labdv.com/dvdx/

If you want to get heavily into video editing, there's an open source package called Jahshaka :-

It's still not fully featured tho.
