Is it a possibility that Vodacom doesn't have a seperate network allocation for BIS? Is it that they have put aside an allocation (like 2GB, to pull out a stupid number) that is shared by all BIS subscribers, or is it that BIS is provided from the same pool as every other data user under Vodacom's umbrella and BIS is given what's left?
E.g. Vodacom has 5GB (another silly number) and NORMAL data users (Non-BIS) use 4 GB or it, leaving only 1 GB to be shared between the BIS users? Is it possible?
